Deputy Minister Hoang Quoc Vuong, in recent times, the press agency has taken several news articles, on the petroleum business and operation of the electricity industry, to help readers understand and empathize with the difficulties and problems in production and business of this important economic sector. However, there are also several articles reflected incomplete information, has not exactly made for urgent opinion, not possible to effect the direction and administration of the Government, the ministries concerned on gasoline and electricity trading.
Deputy Minister Hoang Quoc Vuong said the increased costs of electricity from EVN days past 20/12 is based on the decision of the Prime Minister dated 12.02.2009 No. 21/2009/QD-TTg on electricity prices in 2009 and the years 2010-2012, Decision No. 24/2011/QD-TTg dated 15/04/2011 on electricity price adjustments according to market mechanism as well as the production and trading in 2011 and plans power production business in 2012.
On that basis, EVN plans to adjust the average electricity price increase of 5% and the Ministry of Industry and Trade approved. The 5% adjustment of electricity price reflects the change of the input parameters compared to the basic plan for electricity prices in 2011 as fuel prices, exchange rate deviation, power structure and are made in accordance with authority . The electricity price is not guaranteed to operate at a profit in EVN in 2012 and not included in the previous years losses of EVN. According to previous calculations of the Ministry of Finance, Ministry of Industry and Trade reported to the Prime Minister of this adjustment is expected to be 11.76%, but after careful consideration of factors, including impact inflationary impact on production and people's life last month of the year should EVN only limited to 5%.

Operational competitive electricity market, Deputy Minister of Industry and Trade Hoang Quoc Vuong said the Ministry is directing Vietnam Electricity Group (EVN) to urgently develop and put into operation in competitive electricity markets . During the period from 01 / 7 to date, the Ministry of Industry and Trade has instructed EVN and power generation units to urgently improve the infrastructure of information technology and the legal system for competitive electricity market .
It is expected around mid 2012, the competitive electricity market will officially come into operation. Meanwhile, electricity customers can track the daily price of electricity power plants in Vietnam's power system, contributing to a more transparent operation of the electricity industry.
